The TOMORROW project aims to empower local councils to lead the transition towards low-carbon, resilient and more liveable cities by involving citizens and local stakeholders in the development of transition roadmaps for 2050. The Foundation, in collaboration with Valencia City Council, is carrying out a process to develop a local transition roadmap towards 2050. The TOMORROW project recognises that the possibility of achieving the energy transition targets set depends on the effective participation of civil society and key local stakeholders, and on their collaboration with local governments. To implement deliberative governance frameworks, the city of Valencia – as one of the project’s pilot cities – and the Valencia Climate and Energy Foundation are engaged in a capacity-building process and are taking part in peer-to-peer exchange activities with cities leading the energy transition at European level.

Specifically, as part of the TOMORROW project, València Sostenible and the City Council are drawing up Valencia’s Just and Inclusive Energy Transition Strategy, drawing on the input and contributions of organisations from the five helices, which have participated in numerous forums and working groups, such as the Energy Transition Roundtable, the Demonstration Projects Committees, ‘My Neighbourhood in Transition’, ‘Valencia Changes for the Climate’ and the Valencia 2030 Urban Forum.

This Strategy sets out the current situation and the objectives set by the city to transform its energy model in the medium and long term, in line with the Climate Mission framework. Consequently, the Strategy sets out six strategic priorities identified by Valencian society:

• Roll out a network of Neighbourhood Energy Communities.
• Coordinate a network of Energy Offices.
• Implement the 50/50 programme on a large scale.
• Achieve a positive-energy district with zero energy poverty.
• Implement a large-scale energy awareness campaign.
• Promote a wave of energy renovation across the building stock.
